Scott Co. Decat Program
Decat Coordination

Decat Coordination provides for the day-to-day management of activities related to decategorization funding. Among other tasks, this includes contract and RFP (Request for Proposal) writing, contract management, community assessment and collaboration, and convening meetings.

School Facilitator

The program provides a School Facilitator at Edison Academy. The School Facilitator is a social service specialist with expertise in the educational setting. The School Facilitator is a member of the team that provides services to students and their families in an Alternative School Setting. The School Facilitator provides services which include: consultation, networking with community agencies and educational program design.

Victim Restitution

Decategorization contracts with the State Court Administrators office to act as the employer of record and perform the payroll functions for juveniles enrolled in the Victim Restitution Program.

Community Partnerships for Protecting Children

The Community Partnerships for Protecting Children (CPPC) approach aims to keep children safe from abuse and neglect and to support families. In Iowa, Community Partnerships have brought together parents, youth, social service professionals, faith ministries, local business, schools and caring neighbors to help design, govern and participate in programs that seek to create a continuum of care and support for children, youth and parents in their neighborhoods. This approach recognizes that keeping children safe is everybody’s business and that community members must be offered opportunities to help vulnerable families and shape the services and supports provided.

Brief Intensive Services

Brief Intensive Services provides in-home family-centered brief intensive services to children (age six to seventeen) in Scott County who are not currently involved with but are at-risk of becoming involved in the juvenile justice system and/or child welfare system.

Parent Partner Program

Provides coordination, implementation, and oversight of the Parent Partner Program for Cedar, Des Moines, Henry, Lee, Louisa, Muscatine, and Scott Counties.  The Parent Partner Program is designed to provide better outcomes around re-abuse and reunification.  The goal of the Parent Partner Program is to help parents who are currently involved with the Iowa Department of Human Services (DHS) be successful in completing their case plan goals.  This is achieved by matching a Parent Partner with parents who are currently in the DHS system and have a child removed.  Parent Partners are mentors who have had previous involvement with DHS and have been successfully reunified with their children for at least a year.

Community Based Training
Provides and organizes community based training opportunities throughout the Eastern Service Area (Cedar, Clinton, Des Moines, Dubuque, Henry, Jackson, Lee, Louisa, Muscatine, and Scott Counties) as identified by community members.

Legal Services
Coordinates legal services necessary to complete uncontested custody transfers or other legal services necessary to establish permanency for children involved in the child welfare system for Iowa Department of Human Services cases referred from Cedar, Clinton, Des Moines, Dubuque, Henry, Jackson, Lee, Louisa, Muscatine, and Scott Counties.
